Two types of jobs are handled by the Justices. The first is that of information gathering, from within their own system, their own country, and the workings of Shadow Star as well. Some spies gather information directly, others obtain information from contacts, who are considered in the Justices' realm, although they are not Justices themselves. Their skills are largely indirect: subterfuge, politics, asking questions without raising suspicions, and disguise are all within their talents. However, most have some minimum standard of fighting capability, for the sake of self-preservation from either political backstabbing turned literal or those that discover their information gathering. Their assignments often tend to be long-term due to their nature. The information they gather is largely handed out on a need-to-know basis to golds and silvers; inquiries for specific information can be made, but being too nosy can draw unwanted attention.
By large, however, most Justices work in inquisition. This can be either the interrogation and/or torture of suspected traitors, or said interrogation and torture of defectors from Chaos. The internal inquisitions are highly political, and are mildly uncommon, with torture and release more often the result than outright execution. Defectors may be kept alive if they defect back to Chaos, but more often than not they are simply tortured and killed. It's pretty difficult for a defector to escape the eye of the Justices; simply disappearing often isn't enough, so many use elaborate means to fake their deaths. Defector names are also sometimes scratched off the list if they are caught, if their escape is kept quiet or forgotten. Inquisitors usually specialize in favorite areas of physical or psychological torture, and are often much tougher in a fight than their spy counterparts. Assignments tend to be short and end with their target's death, and an inquisitor may handle several assignments at once.
There are three basic ranks: silver, gold, and Her Justice. Silver-rank is the standard rank, held by the majority of Justices, and marked with a silver hoop earring. They receive their assignments from a gold-rank assigned to watch them, or Her Justice, and some (particularly in the spy network) have long-term or permanent assignments. A rare few have surface offices, but several work out of home, or are nomadic.
Gold-ranks are fairly few in number, marked by a gold hoop earring, and all are personally acquainted to some degree with Her Justice. Skill and a record of success can secure a promotion to a degree, but it's largely on Her Justice's preferences and how much said promotee is trusted by Her Justice. They typically pick their own assignments at their leisure, and may have one or a number of silvers underneath them. Largely, gold-ranks tend to work in inquisition, with the very top ranks of the information network handlers also being gold. That's not to say that those handlers don't have some clout; they're the most informed of all Chaos and are required to have a certain level of trustworthiness to Her Justice, whereas the standard may be lower for someone that's just torturing defects. There's a lot more freedom in the gold rank for doing what you want on your schedule, but the price is being under the watchful eye of Her Justice.
Her Justice is the head of the Justices, typically referred to as such, "Head Justice", "*the* Justice" or by his or her name. Their rank is marked by a hematite hoop earring. They're the top dog of the Justices; their say goes, and dissention can earn a swift and painful death. They answer to no one but the High Demonlord himself. The main responsibility is managing the workings of the Justices: making sure things get done, promoting the efficient and trustworthy and demoting or eliminating the sloppy or dangerous; they occasionally take cases of interest to them as well. The rein is typically passed to a new Head by forceful elimination of the previous one; for this reason, finely-tuned battle skills are an essential on top of skill in torture and interrogation. (There's no history of spies or information managers attaining this rank.) Their office, along with expansive living quarters, are in the Palace.
